PROBLEM TO BE SOLVED: To provide a portable radio communication device capable of providing network connection not in network level but in service level; and to provide a service relay program, a service relay system, and a service relay method. SOLUTION: If a mobile telephone terminal 200 is requested from a mobile telephone terminal 300 to relay a service provided by a service providing server 401 through communication means between the terminals, the terminal 200 is authenticated by the service providing server 401 with its own certification information, and then relays the service.
