PROBLEM TO BE SOLVED: To provide an electric rotating machine in which cooling characteristics of a stator coil can be enhanced while suppressing an increase in the rotational resistance of a rotor, and to provide a vehicle comprising the electric rotating machine. SOLUTION: The electric rotating machine comprises a rotor and a stator 2. The stator 2 comprises a stator core and a resin portion 4, i.e. an insulator portion covering a stator coil provided to surround the rotor. A partition wall 4c is provided on the axial end face of the resin portion 4 to surround the rotor. Furthermore, a portion 4e for supplying cooling oil around the partition wall 4c, and a passage 4f of the cooling oil supplied to the cooling oil supply portion 4e are provided.
