An image transmitting apparatus and an image transmitting method thereof are provided to mark a frame header when plural dummy I-frames are compressed and determine the plural dummy I-frames easily by the specific mark of the frame header before image transmission not to transmit the plural dummy I-frames, thereby reducing the load of a network terminal. A server marks the header of a dummy I-frame generated when an inputted image is compressed, removes the dummy I-frame with the specific mark, and transmits only the actual I-frame. A client receives the compressed image transmitted from the server. A transmission line is configured to transmit image data between the server and the client. The server includes an image compressing unit(130), a compressed image processing unit(140), and an image transmitting unit(150). The image compressing unit compresses the image inputted from an external input device by wire/wireless. The compressed image processing unit processes the I-frame of the image compressed in the image compressing unit. The image transmitting unit transmits the image processed in the compressed image processing unit to the client.
