A water-in-silicone type cosmetic composition for applying face and body is provided to secure excellent skin feeling with less irritation and no stickiness, provide more improved feeling of use, decrease the inconvenience of correction of make-up by inhibiting perspiration using anhydrotics and prevent a UV blocking agent from being washed off by sweat. A cosmetic composition for applying face and body comprises 0.1-30.0 wt.% of anhydrotics such as aluminum chloride hexahydrate, aluminum chloride, aluminum chlorohydrate, and aluminum zirconium tetrachlorohydrex-glycine, 5.0-30.0 wt.% of silicone emollient, 0.5-10.0 wt.% of non-ionic silicone-based surfactant such as dimethicone copolyol, 0.01-2.0 wt.% of hectorite-based thickener, and 20.0-60.0 wt.% of water.
