A punching device for a binder is provided to punching holes at desired positions exactly with a constant interval by cutting an object slowly by using a sharp cylindrical blade. A punching device(100) for a binder comprises: a lower member(110) combined to a predetermined portion of the binder, an upper member(120) provided over the lower member with a space, a punching member(130) including a cylindrical body and a flat finger-pressing part on the body, and a connection member connecting the lower and upper members to each other so that the lower and upper members are spaced from each other.
