A carbon nanotube transparent conductor and a heat radiating device containing the carbon nanotube transparent conductor are provided to obtain a conductive material having a UV screening function. A carbon nanotube transparent conductor(100) comprises a transparent substrate(10); a conductive carbon nanotube structure(120); and a UV screening material(130) which is uniformly distributed on/in the transparent substrate. Preferably the conductive carbon nanotube structure and the UV screening material are located inside the substrate; the conductive carbon nanotube structure is located inside the substrate and the UV screening material is located on the surface of the substrate; or the conductive carbon nanotube structure is located on the surface of the substrate and the UV screening material is located inside the surface of the substrate.
