PROBLEM TO BE SOLVED: To provide a weak solvent-type primer composition excellent in film-forming property, flexibility, and adhesiveness. SOLUTION: The primer composition comprises a urethane-modified soluble epoxy resin (A) and an amine compound (B). The resin (A) has a number-average molecular weight of 500-10,000 and is prepared by reacting a polyisocyanate (p) that has an allophanate structure and is prepared by a reaction of a 1-12C mono-alcohol and an isocyanate compound, with a hydroxy group-containing soluble epoxy resin (q) in such a manner that NCO/OH equivalent ratio is to be 0.02-0.5.
