PROBLEM TO BE SOLVED: To provide a fixing roller capable of easily improving gas-barrier functionalities, a manufacturing method of a fixing roller, a fixing device, and an image forming device. SOLUTION: The present invention comprises a roller 81, an elastic layer 83 that is disposed on an outer perimeter of the roller 81 in a manner to surround the outer perimeter, and is composed including an elastic material, a surface layer 85 that is disposed on an outer perimeter of the elastic layer 83 in a manner to surround the outer perimeter, and a pair of covers 86a and 86b that are disposed on one end of the elastic layer 83 and on the other end of the elastic layer 83 respectively, and cover the ends of the elastic layer 83.
