PROBLEM TO BE SOLVED: To more simply control compared to the control of the supply quantity of a liquid and to make a response time faster. SOLUTION: A discharge current flowing through a counter electrode 2 is detected in a discharge current detecting circuit 4. In a control circuit 5, the detected voltage Vx in the discharge current detecting circuit 4 is compared to a threshold voltage Vth corresponding to a required objective value and a high voltage generating circuit 3 is controlled so as to eliminate the difference between the detected voltage Vx and the threshold voltage Vth to control output voltage (discharge voltage). As a result, the discharge current flowing between the discharge electrode 1 and the counter electrode 2 is kept to a fixed value to stably produce nanosize mist. The control of the output of the high voltage generating circuit 3 in this way simplifies the circuit structure or the like and the response time is made faster compared to the case like in a conventional example that the supply quantity of the liquid (water ) to the discharge current 1 is controlled.
