PROBLEM TO BE SOLVED: To reduce fluctuation of a unit rate of energy even when there is fluctuation in the amount of energy supplied.

SOLUTION: The charge calculating device 10 stores a basic charge, and a standard consumption being an energy consumption intended to be used by a customer in a predetermined period and available by a seller side. In the charge calculating device 10, a charge is calculated by acquiring an actual consumption being an energy consumption used by the customer in the predetermined period, adding or subtracting an amount of money in response to a cumulative amount of differences between the standard consumption and the actual consumption, and further adding an amount of money responding to the difference between the actual consumption and the standard consumption if the actual consumption is larger than the standard consumption.
