PROBLEM TO BE SOLVED: To provide a browsing management device capable of managing a browsing state of conference materials. SOLUTION: The browsing management device includes: an identifier generation part 21 which generates an access ID for identifying access from a terminal device which a conference participant uses, through a network and associates the access ID and authentication information identifying the conference participant with each other; a mail generation part 22 which generates a unique URL by causing a URL showing whereabouts of a content used in a conference to include the access ID and generates an e-mail having the unique URL written therein; a mail distribution part 23 which transmits the e-mail to an e-mail address of the conference participant; and an identifier management part 32 which extracts the access ID from the unique URL in response to acceptance of the access designating the unique URL from the terminal device through the network and specifies the conference participant by the access ID.
