PROBLEM TO BE SOLVED: To provide a cutter which enables even an older person or a person with weak hands to drill a through-hole with the desired size on a soft and thin material such as a surface plate of a stoma. SOLUTION: The cutter 1 for soft and thin materials includes a cutting blade 4, and the upper blade and the lower blade are opened forward at each base end continuously to make V-shaped or U-shaped side view, and the cutting blade 4 is bent in the left or right direction of the flat view. The soft and thin material is pushed forward on the valley part where the upper blade 2 and the lower blade 3 are connected and cut, and the cutting blade 4 is pressed in the inner direction by the reactive force of the soft and thin material, and then cutting/drilling can be easily performed along the cutting line of the curve body.
