A heating apparatus for a hot water circulation mat is provided to prevent leakage of water when the heating apparatus is inclined in the hot water circulation mat and to discharge vapor. A heating apparatus for a hot water circulation mat includes upper and lower cases(110,112), a hot water storage tank(150), a leakage intercepting stopper(160), a heater(140), a temperature sensor(142), a water level sensor(158), a circulation pump(120) and a control portion(130). The hot water storage tank is installed inside the lower case. The leakage intercepting stopper is airtightly coupled to a stopper(152) of the hot water storage tank and prevents leakage in a check valve method. The control portion installed on the upper case intercepts the power when the water level is low.
