PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of securely cleaning off residual developer not only in low temperature low humidity environment but also in high temperature and high humidity environment in which injection of charges into an image carrier tends to occur, and to provide a cleaning device and a cleaning method. SOLUTION: The image forming apparatus 10 includes: a photoreceptor 12; a charging roll 14 that charges the surface of the photoreceptor 12; an exposure device 16 that forms an electrostatic latent image on the charged photoreceptor 12; a developing roll 18 that renders the electrostatic latent image visible by supplying toner to the electrostatic latent image formed on the photoreceptor 12; and a transfer roll 22 that transfers the visible toner image to an intermediate transfer belt 20. This image forming apparatus is provided with: a rotary brush 24 to which a voltage for cleaing is applied and which is disposed in contact with the photoreceptor 12 in order to clean off toner remaining on the photoreceptor 12 after transfer by the transfer roll 22; and a photodischarger 30 that photodischarges an area in the vicinity of the contact part between the photoreceptor 12 and the rotary brush 24.
