PROBLEM TO BE SOLVED: To provide a rotator driving device which facilitates the work of bonding a figure belt on a rotor while enabling the detection of one turn of the rotor. SOLUTION: A rotor controller comprising the rotator driving device with a motor and a non-light reflecting material is provided with the figure belt which is bonded on the peripheral surface of the rotor along the direction of its rotation while a plurality of figures is arrayed on it along the direction, a light reflection area provided on the figure belt, a light irradiation means for irradiating the figure belt with light, a light receiving means which outputs a light reception signal responding to the reception of the light reflected on the light reflection area and a detection means which detects one turn of the rotor from the light reception signal.
