PROBLEM TO BE SOLVED: To facilitate bush mounting work by temporarily positioning a bush. SOLUTION: A rotating phase difference varying mechanism includes a slider gear 44 meshed with an input part 21 and an output part 31, a control shaft 48 sliding on an axis X, and a connecting mechanism formed by engaging both inside surfaces of a slit groove 57 recessed into the slider gear 44 with a connecting member 53 provided on the control shaft 48. The connecting member 53 is composed of an engagement pin 54 attached to the control shaft 48, and the bush 55 externally inserted into the engagement pin 54 and being in sliding contact with the inside surface of the slit groove 57. In the slider gear 44, a positioning means 69 is provided which temporarily positions the bush 55 in the slit groove 57 when attaching the connecting member 53 to the control shaft 48.
