<p><P>PROBLEM TO BE SOLVED: To surely identify a fixed target as the fixed target in a pulse Doppler radar system, capable of discriminating between the fixed target and the moving target. <P>SOLUTION: A transmission system transmits a frequency signal as transmission waves, obtained such that the center signal synchronized to the signal of source oscillator 1, is modified by rising or lowering frequency and frequency-modulated wave, formed as a pulse signal is frequency-combined with a local signal. A reception system discriminates whether the objective target is fixed target or moving target, based on the base band signal obtained by the reflected wave signal obtained by the transmitted wave is reflected by the target and the local signal used at the time of transmission are frequency combined.
