<P>PROBLEM TO BE SOLVED: To improve load characteristics, low temperature characteristics and cycle characteristics at high temperatures. <P>SOLUTION: A cathode contains a lithium cobalt complex oxide expressed by a formula by Li<SB>x</SB>Co<SB>a</SB>M1<SB>b</SB>M2<SB>c</SB>O<SB>2</SB>, at least one kind of a first sub-component element out of a group composed of Ti, Zr, and Hf, and at least one kind of a second sub-component element out of a group composed of Si, Ge, and Sn. In the formula, M1 expresses a first element, M2 expresses a second element, x, a, b, and c are respectively values within a range of 0.9≤x≤1.1, 0.9≤a<1.0, 0.001≤b≤0.05, 0.001≤c≤0.05, and a+b+c=1.
