<p><P>PROBLEM TO BE SOLVED: To liquefy gel by permitting an electrolyte solution to act on a paper diaper as waste in a state of a water-containing gel. <P>SOLUTION: There is provided a treatment tank 11 having a body constituted of a chamber 13 for solid in the treatment tank and a chamber 14 for solution in the treatment tank divided by a partition plate 12 provided with a great number of small drainage holes through which an aqueous solution is permitted to pass. Upon opening a door 15 of an inlet opening for introducing waste, a paper diaper as waste is introduced into the chamber 13 for solid in the treatment tank. Brine is poured into the chamber 13 for solid of the treatment tank by a pump 19 from a storage tank 18 to liquify the gel. Upon opening a valve 23 and feeding the resultant aqueous solution to be recovered from the chamber 14 for solution in the treatment tank into the storage tank 18, only the paper diaper free from water and other undissolved wastes are left behind in the chamber 13 for solid in the treatment tank. Upon pouring a sufficient amount of brine into the treatment tank 11 from the storage tank 18 once again and making the inside of the treatment tank into the state of high temperature and high pressure by filling with steam, the brine is formed into subcritical water.
