PROBLEM TO BE SOLVED: To aim at consistency in a state between an entry and exit management device and information on own presence in a room even if a state in which a state cannot be matched in real time due to communication abnormality or the like occurs.

SOLUTION: When a communicable connection is established with a facility system 10 by a communication control unit 42 after it is detected by a survival check part 41 that communication with the facility system 10 to be an entry and exit management device is impossible, entry and exit information back to a period when communication with the facility system 10 has been impossible is requested of the facility system 10.
