The piezo-actuator (1) has a stack (10) with piezo-ceramic layers (111,121), which are arranged one upon the other and electrode layers (112,122) are arranged between the piezo-ceramic layers. A safety layer (13) is arranged in the stack, where the safety layer has a phase transition material. The phase transition material has a phase transition with a phase transition temperature, which lies below a processing temperature of the piezo-actuator. An independent claim is also included for a method for manufacturing of a piezo-actuator.
