An international roaming system using an SMS(Short Message Service) callback server and a method are provided to enable a sender in a foreign country to make a call by sending an SMS message to a domestic receiver through the SMS callback server, thereby tremendously reducing communication charges. A message storage module(210) stores a short message and a telephone number of a sender MS(Mobile Station) in a DB(DataBase) by receiving a short message including a telephone number of a receiver MS from the sender MS. A number identify module(220) checks whether a telephone number of the receiver MS is included in the short message. A call origination module(230) transmits an originating call to the receiver MS whose number is included in the short message through a domestic network(110), and transmits an originating call to the sender MS through an international network(120). A call connection module(240) mutually connects both originating calls of the call origination module(230).
