The tool has a cylindrical tubular body (1) including a cylindrical traversing bore (2) along a longitudinal axis, and a rectangular parallelepiped shaped cutting blade (3) penetrating in the bore by a cutting edge (30). A drill sleeve (4) guides an electric cable with respect to the blade, where the cable is stripped by the rotation of the body around the cable in front of the blade. The sleeve is destined to be assembled and fixed in the bore, in a removable manner. A rod (7) is assembled in the bore of a guiding end (8) in a sliding manner, and a graduated scale is fixed on the rod.
