PROBLEM TO BE SOLVED: To provide a method of manufacturing fertilizer using waste, containing a lot of fertilizer components and having excellent eluting property to soil and excellent safety, and to provide the fertilizer. SOLUTION: A lime source material is added into the waste to adjust to have 30-80 wt.% SiO<SB>2</SB>content, 10-4O wt.% Al<SB>2</SB>O<SB>3</SB>content and 10-50 wt.% CaO content. Next, additive materials selected from a group comprising magnesium source materials, potassium source materials, phosphate source materials and the optional combination are mixed and the mixture is hydrothermally processed to form aluminum tobermorite and the cation substituted body to obtain the fertilizer.
