PROBLEM TO BE SOLVED: To reinforce resistance to the loss of transmission data caused by transmission errors or the like in a stream encryption system.

SOLUTION: There are provided: an IV packet inserter 102 for generating an initialization packet for storing an initial value used for initializing a stream cipher algorithm at the initialization interval of the stream cipher algorithm; an encrypter 103 that uses the initial value stored in the initialization packet for initializing the stream cipher algorithm, encrypts streams, and generates an encryption packet for storing the stream cipher data; and a transmitter 104 for transmitting the initialization and encryption packets.
