PROBLEM TO BE SOLVED: To reduce a memory capacity by properly selecting and storing either a transmission sound or a receiving sound which is to be stored; to store an internal state of an encoding processing and a decoding processing during storing it, too; and to cause no abnormal sound during reproducing it by updating the internal state of a sound decoding portion according to a stored content during reproducing it, even when the sound switches frequently at a transmission side and a receiving side during recording it. SOLUTION: In a call sound recording and reproducing apparatus while the sound is recorded, a level judging portion 132 compares sound levels of a transmission sound code and a receiving sound code, and a recording and reproducing control unit 131 controls each switch so as to store the louder one in a sound code storage 151. Furthermore, the apparatus stores the internal state of a sound encoder 112 or the sound decoder 122 at that time, and an information to show a difference between a transmission side sound and a receiving side sound in an internal state storage 152. While the sound is reproduced, the internal state of the sound decoder 122 is updated based on the information read from the internal state storage 152, and the sound code read from the sound code storage 151 is decoded.
