<P>PROBLEM TO BE SOLVED: To provide appropriate services to a user even when the user does not take a complicated action. <P>SOLUTION: An operator probability calculation part 42 calculates an operator probability such that each of one or more targets to be a user present in the surroundings is an operator for operating a HD recorder 3 on the basis of an output from a sensor part 41 for detecting a state. An interaction part 14 and a program recommendation part 15 perform prescribed processing on the basis of the operator probability. That is, for example, an action corresponding to a behavior of the target whose operator probability is the highest or a program recommendation matched to the target's taste is performed.
