PROBLEM TO BE SOLVED: To appropriately maintain a combustion state in a combustion chamber regardless of a compression ratio in a variable compression ratio internal combustion engine. SOLUTION: In the variable compression ratio internal combustion engine controlling the compression ratio of the internal combustion engine by changing the volume of the combustion chamber of the internal combustion engine to a cylinder axial direction, when a target compression ratioεt based on the operating state of the internal combustion engine exceeds a reference compression ratioε0 (S102), the compression ratio is changed to the target compression ratioεt (S103). When the target compression ratioεt is below the reference compression ratioε0 (S102), the compression ratio is changed and control for increasing the strength of a tumble flow inside the combustion chamber is performed (S104).
