A plasma display panel is provided to lower a discharge initiating voltage by forming protruding electrode portions on scan electrodes, thereby improving discharge efficiency. Pairs of sustain electrodes include primary electrode portions formed on the rear of a first substrate(220), and plural protruding electrode portions connected to the primary electrodes on the same plane. Sidewalls(213) made of dielectric are disposed on the rear of the first substrate to enclose the sustain electrodes. Plural address electrodes(221) are formed on the front of a second substrate(210) which is opposite to the first substrate. A second dielectric layer(222) is formed on the front of the second substrate to bury the address electrodes. Barrier ribs(223) are formed on the front of the second dielectric layer to define discharge cells on which phosphor(224) is applied.
