PROBLEM TO BE SOLVED: To provide a reflection prevention structure body having high reflection prevention and suppression effects.

SOLUTION: A diffusion plate 1 has a surface 10 formed with a plurality of fine ruggedness parts 11 regularly arranged at a cycle equal to or smaller than a predetermined wavelength. The surface 10 has a surface ruggedness larger than a predetermined wavelength. Further, the averaged value of the angle between the normal vector of a tangential plane of the ruggedness shape of the surface 10 and the normal vector of a reference plane of the surface is 5 degrees or larger.
