PROBLEM TO BE SOLVED: To provide a device, system and method for relaying IP telephone by which a communication partner is quickly answered by using an IP terminal which is a non-voice terminal. SOLUTION: This IP telephone relay device has: a first communication part 15 connected to the Internet IP telephone network; a second communication part 16 connected to a local area IP telephone network and a call control part 12 which supplies a call tone to an incoming call, supplies the call tone to a plurality of terminals 21-25 connected to the second communication part when the incoming call is received from the Internet IP telephone network via the first communication part, supplies a hold tone to the incoming call and supplies the call tone to a plurality of terminals connected to the second communication part when there is an answering operation of the non-voice terminal 21 connected to the second communication part.
