PROBLEM TO BE SOLVED: To provide an actuator exhibiting excellent startability of an internal combustion engine. SOLUTION: A torsion coil spring 91 is provided which is twisted when a rotating shaft 44 is rotated to X direction for moving a control shaft 12 to B direction same with external force so that twisting stress for reversely rotating the rotating shaft 44 is stored. When supply of the electric current to a motor part 50 is stopped, the control shaft 12 is positioned in an axial position where lift amount of a suction valve is larger than a minimum lift amount and smaller than a maximum lift amount by the balance of torque by which the external force rotates the rotating shaft 44 through a screw shaft 42 and torque by which the twisting stress reversely rotates the rotating shaft 44, and thereby, startability of the internal combustion engine is excellent.
