<p><P>PROBLEM TO BE SOLVED: To judge whether to connect a call to a destination depending on its schedule and call importance. <P>SOLUTION: A connection request reception means 1d not only extracts a source phone number 4a and a destination phone number 4b from a call connection request 4 but also identifies a called party indicated by the destination phone number 4b. A call importance judgment means 1e judges the importance of a call originated to the called party from a call originator indicated by the source phone number 4a. A schedule judgment means 1f judges whether the current time is within a call rejection time zone set by the called party. When the current time is not within the call rejection time zone, a connection judgment means 1g concludes that ring tone generation is necessary. When the current time is within the call rejection time zone, it concludes that ring tone generation is necessary so long as the call importance is higher than the predefined standard importance.
