The device has a paddle (20) supported in a housing and pivotable around an axis, where a signal is released by a paddle during displacement of the paddle from its initial position. A paddle head (22) is arranged in an area of an outlet of a nozzle body (10), which is arranged in a pipe (2). The nozzle body has two cross sectional openings (11, 12) that are different in cross section and arranged one behind the other in a flow direction, where one opening corresponds to the surface of the head and the other opening is larger than the former opening.
