PROBLEM TO BE SOLVED: To provide a recording and reproducing device of an information recording medium for easily conducting various kinds of management such as rental fees, lending and returning of electronic books in accordance with an access state. SOLUTION: Access information such as the number of pages and fees in access to main information processed by an information-processing part 34B is recorded to a second UTOC area of a disk 12. The main information is stored in a buffer memory 34A and outputted to a display device 40 or an I/F 44 after the access information is recorded. The access information recorded to the disk 12 is outputted when disk management such as billing is carried out in a rental shop and then edited at the access information editing part 50A of a host computer 50.
