PROBLEM TO BE SOLVED: To provide a sheet for manufacturing an optical recording medium by which a protective layer or a stamper receiving layer can be inexpensively and easily formed in high yield.

SOLUTION: An energy ray curing layer 11 having the dhesive strength of ≥10 mN/25 mm is formed by applying a composition consisting essentially of an energy ray curing component on a substrate 12 and irradiating the obtained coating film with an energy ray to semi-cure the energy ray curing component and a substrate 12' is stuck to the energy ray curing substrate 11 to form the sheet 1 for manufacturing the optical recording medium (optical disk).
