MOVING IMAGE CODING METHOD, DEVICE AND PROGRAM, AND RECORDING MEDIUM THEREFOR

PROBLEM TO BE SOLVED: To improve image quality in moving image coding by suppressing image quality (PSNR)(peak signal to noise ratio) variation between frames throughout an entire sequence.

SOLUTION: In a moving image coding method, repetitive processing for sequentially updating and encoding a quantization parameter within one frame is performed to find values of the quantization parameter QP by frames (S104 to S110) so that the PSNR within a permissible variation width from a PSNR target value is calculated. For the method of updating the quantization parameter in the repetitive processing, linearity between the quantization parameter and the PSNR which is established for a general moving image etc., is used.
