<P>PROBLEM TO BE SOLVED: To reduce necessary memory bandwidth with very small picture quality deterioration. <P>SOLUTION: A restored image obtained by motion compensating predictive decoding processing through an inverse conversion processing section 121 and a motion compensation section 122 is written for a reference image to a memory 200 by a memory control section 140. The memory control section 140 reads a reference image having been thinned out from the memory 200 for decoding image data processed by bidirectional predictive encoding and dual-prime predictive encoding. The thinned-out reference image is interpolated and put back into a reference image needed for movement compensation processing.
