PROBLEM TO BE SOLVED: To provide a retroreflective sheet which is an encapsulated type retroreflective sheet capable of being manufactured in the same manner as the conventional encapsulated retroreflective type sheet and has improved whiteness. SOLUTION: An encapsulated lens type retroreflective sheet is composed of at least a surface protective layer, glass spheres, a retaining layer which retains the glass spheres, a focus-forming layer and a mirror surface reflection layer, wherein a Y value of the retaining layer is 35 or more.
