A method and an apparatus for decoding a video signal are provided to improve a coding rate by reducing a burden of a DPB(Decoded Picture Buffer) and reduce the number of bits to be transmitted by accurately performing inter-view prediction. A parsing unit(100) performs parsing by NAL(Network Abstraction Layer) unit to decode a received video signal. A parsed beat stream is entropy-decoded by an entropy decoding unit(200), and a coefficient and a motion vector of each macroblock are extracted. An inverse-quantizing/inverse-transforming unit(300) obtains a coefficient value obtained by multiplying a certain constant to a received quantized value, and inversely transforms the coefficient value to restore a pixel value. An intra-predicting unit(400) performs intra-screen prediction from a decoded sample of a current picture by using the restored pixel value. A DPB unit(600) stores or opens previously coded pictures to perform inter-screen prediction. An inter-predicting unit(700) performs inter-screen prediction by using a reference picture stored in the DPB unit(600).
