PROBLEM TO BE SOLVED: To provide a cosmetic with a high pore-, texture-correcting effect and imparting a glossy finish. SOLUTION: The invention relates to the water-in-oil type emulsion cosmetic in milky lotion or cream state, with 500-100,000 mPa s of viscosity (measured by a Brookfield viscometer at 30°C), obtained by formulating hydrophilic spherical powder [for example, a water-dispersible spherical silica, hydrophilized (dimethicone/vinyl dimethicone) crosspolymer, spherical cellulose powder, etc.] in inner phase and hydrophobic plate-like powder (for example, pearly luster material, such as hydrophobic titanated mica, etc., with preferable average particle size of 0.5-15μm) in exterior phase.
