A system for operating and managing an ATM is provided to prevent the other person from opening the ATM instead of an authorized user by authenticating with fingerprint recognition and efficiently to manage the ATM by checking a management state of the ATM in real-time. An authentication unit(110) outputs an authentication code for granting authentication if fingerprint information received from the user wanting to open/close the ATM is identical with the registered fingerprint information. A portable terminal(120) transmits integrated authentication information including the authentication code received from the authentication unit and personal information received from the user to an authentication center(130), and outputs an opening grant signal if the opening grant signal is received from the authentication center. The authentication center transmits the opening grant signal if the integrated authentication information is identical with reference integrated authentication information. An ATM controller(140) enables the ATM to be opened or closed if the opening grant signal is received from the portable terminal.
