An apparatus for producing an electrode membrane assembly for a fuel cell system is provided to prevent a polymer electrolyte membrane from being swelled by moisture contained in catalyst slurry, thereby improving the binding force between the polymer electrolyte membrane and the catalyst layer and the quality of a fuel cell. An apparatus for producing an electrode membrane assembly for a fuel cell system comprises: a supplying section(110) for supplying a polymer electrolyte membrane; a wetting section(130), which causes the polymer electrolyte membrane is wetted with an aqueous solution; a surface drying section(140) for removing moisture from the surface of the polymer electrolyte membrane; and an electrode forming section(150) for applying catalyst slurry for forming an electrode onto the surface of the polymer electrolyte membrane to form an electrode catalyst layer.
