A pre-heater mounted with a cover for a vehicle is provided to form insulating ribs to the cover to be disposed between PTC(Positive Temperature Coefficient) elements for preventing electric contact between positive terminals and a heat sink, thereby preventing electric short and damages due to the electric contact. A pre-heater mounted with a cover for a vehicle includes positive and negative terminals(130,300) extended in the lengthwise direction, a heat sink(200) positioned between the positive and negative terminals, and PTC elements(140) of which a surface contacts the positive terminals and the other surface contacts the heat sink connected to the negative terminals. A cover(700) receives the terminals, the heat sink, and the PTC elements and is formed with ventilation holes(750) in a surface thereof. A connection housing is assembled with an end of the cover. Insulating ribs(770) are protruded from an inner surface of the cover inward, so that the insulating ribs are disposed between the PTC elements which are positioned surrounding each other in the lengthwise direction.
