PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and printed matters which makes it possible to perform image creation which prevents deterioration of image quality and simultaneously reduces toner consumption. SOLUTION: In an image processing unit 20, a screen processing unit 30 artificially creates an intermediate gradation image using mesh points which are a set of output dots for respective input image signals of respective color components carried out color separation. The screen processing unit 30 has a threshold value matrix for creating mesh points which are composed of predetermined dots corresponding to density of the input image signal, and a plurality of vacant profile tables for deleting a part of dots composing mesh points as substantial non-output dots, changes dot deletion information responding to color component information of the input image signal, and creates the image output signal which composes different mesh points for respective color component information.
