PROBLEM TO BE SOLVED: To provide an insulation breakdown detector and a safety device capable of detecting generation of breakdowns of insulation between a load apparatus and a prescribed conductor, independently of the presence of grounding. SOLUTION: The insulation breakdown detector 20 for detecting the generation of insulation breakdown between the load apparatus 14 and the conductor 15 insulated from each other includes a detection switch 23 for applying a prescribed low-voltage between the load apparatus 14 and the conductor 15, and a comparator 25 for outputting an insulation breakdown occurrence signal, when a resistance value between the load apparatus 14 and the conductor 15 is smaller than a prescribed value, after the application of the prescribed low-voltage by the detection switch 23.
