PROBLEM TO BE SOLVED: To cold start by getting out from loop condition repeating hot start by determination of a CPU itself by arranging a counter counting the number of times of the hot start. SOLUTION: A RAM 130 is checked (S103) when the hot start is determined to be done from an outer signal (S102) after finishing an initial set (S101), and the counter is incremented by one (S104) and the counter is checked (S105) if the RAM check is normal. The action before resetting is continued (S106) and the counter is cleared (S108) after the elapse of a predetermined time (S107) in the case the value of the counter is less than 10. The RAM is all cleared (S109), power on time processing is carried out (S110), the check data for the RAM is set (S111), in the case the value of the counter is 10 or more.
