<p><P>PROBLEM TO BE SOLVED: To make refilling reducer to a vehicle unnecessary and make the recondition of infrastructure unnecessary. <P>SOLUTION: A generator 24, an accumulation device accumulating electric power generated by the generator 24, an exhaust emission control device 35 purifying exhaust gas by the reaction of hydrogen and exhaust gas discharged from an engine, an electrolysis device 39 operated by receiving electric power from the accumulating device, forming hydrogen by electrolysis of water contained in exhaust gas and supplying the hydrogen to the exhaust emission control device 35 are included. Since water contained in exhaust gas is electrolyzed and hydrogen formed by electrolysis is supplied to the exhaust emission control device 35, refilling reducer containing hydrogen to the vehicle is made unnecessary and recondition of infrastructure is made unnecessary.
