PROBLEM TO BE SOLVED: To inexpensively produce the multi-layer structure liner by using a multi-layer structure liner retaining excellent water repellency for a long period of time, even when a large amount of used paper is included in the surface layer, and by removing the ash originating from used paper. SOLUTION: The first means is a multi-layer structure liner that has a used paper content of more than 60 mass%, an ash content of less than 7 mass% and bears a surface layer having a density of more than 0.78 g/cm<SP>3</SP>. In the multi-layer structure liner, the surface layer is preferably coated with a water repellent in an amount of 0.1 to 2 g/m<SP>2</SP>on the dry basis. COPYRIGHT: (C)2008,JPO&INPIT
