In the simulation, a station or road are virtually expressed on a computer, to virtually express persons on the computer in a virtual space where the flow of time is discretely expressed, and various behaviors are implemented in a virtual space. In the behavior modeling part 11, a behavior model constructing part 103 gathers content for every segment of the input behavioral characteristics 101 of the person and records the result in an agent behavior model 104.
